(1) Regardless of what is written in section 17, if electricity is distributed without being connected to the national grid, the electricity distributor can determine the fees and other charges for such distribution.
(2) When determining the electricity tariff and other charges according to sub-section (1), it may be determined that the entire investment made in electricity production, transmission or distribution will be returned in an average of twenty-five years, and the depreciation will be cut and twenty-five percent profit on the share capital will be obtained.
